A.B.P. Nocivelli S.p.A., a leading ESCo company operating in the Public-Private Partnership sector for healthcare and hospital infrastructure,
announced the awarding of the tender for the construction and management of the “Città della Salute edella Scienza” in Novara to the Temporary Consortium of Companies (RTI) composed of the Consorzio Stabile SIS S.c.p.A. and A.B.P. Nocivelli S.p.A.
The public-private partnership (PPP) agreement spans 30 years, comprising 5 years dedicated to construction and plant engineering, followed by 25 years of managing associated services. Over the full term, the concession is expected to generate total revenues of €1.2 billion (US$1.4 billion), covering financial expenses as well as the works and services provided by both Consorzio Stabile S.c.p.A. and Nocivelli ABP. Nocivelli ABP’s portion amounts to roughly EUR400 million (US$469 million)—split between around EUR200 million (US$234 million) for construction during the initial five years and an additional €200 million for facility management throughout the remaining 25 years.
The €520 million (US$610 million) investment for the project includes the construction of the new Novara hospital complex, which will have more than 700 beds, a 325,000-square-meter facility, and a major university campus with classrooms and a conference center. It will become one of the five healthcare hubs in the region, along with the Turin Health Park, the contract for which was awarded to Nocivelli and the SIS Consortium last October 2024.
