The Government of Change, through the Ministry of Transportation, headed by the National Infrastructure Agency (ANI), completed work on Functional Unit 2 of the fourth-generation Santana-Moca-Neiva project, which includes the rehabilitation of the existing road between Campoalegre and Gigante and the construction of new bypasses.
A total of 57 km of the existing roadway was upgraded, greatly enhancing traffic conditions. Additionally, the 5-km Campoalegre Bypass—equipped with four bridges and two roundabouts—was built to streamline vehicle movement in the region. The project also includes the Hobo Bypass, which adds 3.3 km of new road infrastructure, featuring three vehicle bridges, three pedestrian crossings, and two at-grade roundabouts. In Functional Unit 2, a key highlight is the Betania North Viaduct, which spans 280 meters and rises approximately 18 meters high—serving as a major regional landmark. The Betania Sur road realignment included 1.7 km of newly constructed roadway on the eastern side, running parallel to the existing route, along with a new 4.1-km third lane to enhance the north-south traffic capacity. The Santana–Mocoa–Neiva project, which covers a total of 456 km and involves an investment of $2.31 billion, is currently 73.63% complete. With over 4,000 active jobs, the project is divided into seven functional units. Its projects are highly significant, benefiting more than 3,000,000 residents in three departments: Putumayo, Cauca, and Huila, as well as 16 municipalities in the area of influence.
