ACCIONA Begins Construction on I-10 Calcasieu River Bridge Replacement in Louisiana

Plenary Americas, together with equity and design-build partners ACCIONA and Sacyr, broke ground on the US$2.3 billion Interstate 10 Calcasieu River Bridge Replacement Project with the Louisiana Department of Transportation, in Calcasieu Parish, Louisiana.

The US$2.3 billion project will replace the existing 1950s-era Calcasieu River Bridge with a modern structure designed to meet current and future transportation demands. During construction, the existing bridge and its connecting ramps will undergo targeted improvements to maintain operations until the new bridge is expected to open in 2031. The upgraded corridor will offer increased capacity and be built to contemporary engineering standards, featuring three lanes in each direction to overcome the structural and operational constraints of the current bridge. Beyond the bridge itself, the comprehensive project includes:

  • Reconstruction of 5.5 miles of I-10 to replace the aging roadway and multiple other bridges.
  • Addition of a travel lane on I-10 in each direction to increase capacity and eliminate the existing bottlenecks.
  • Construction of a new elevated Sampson Street interchange to eliminate railroad crossings and facilitate predictable travel.
  • Creation of an eastbound service road system between PPG Drive and Sampson Street to reduce congestion and weaving on I-10.
  • Reconstruction of the I-210 westbound ramp for enhanced safety and capacity.
  • Inclusion of a US$10 million Active Transportation allowance to create new facilities for pedestrians and cyclists around the bridge.
  • Dedicated maintenance of the new roadway and bridge for a 50-year term.

The project is being delivered as a long-term PPP concession, under which the consortium will design, build, finance, operate and maintain the asset over 50 years. The concession represents a total investment of US$3.37 billion (€3.10 billion). The CBP project team is led by Plenary Americas as the lead developer and equity partner, alongside equity participation from ACCIONA and Sacyr. The design-build responsibilities are carried out through a joint venture between ACCIONA and Sacyr, while tolling operations are managed by Kapsch. Operations and maintenance of the project will be jointly handled by Plenary Americas, ACCIONA, and Sacyr.
