The Subic Bay Metropolitan Authority (SBMA) has opened comparative bidding to challenge the unsolicited proposal of US-based Cerberus Asia Pacific Investments, LLC., to manage, operate, and upgrade the Subic Bay International Airport (SBIA).
The project involves the upgrading and expansion of SBIA, along with its eventual transfer back to SBMA after the concession period. It aims to develop a modern and efficient cargo transport hub by transforming the airport into a high-performing facility that meets international standards and enhances the quality of cargo handling and shipment services.
The SBMA is calling on interested parties to apply for eligibility and submit competing proposals for the Subic Bay International Airport (SBIA) project. The comparative bidding, or Swiss challenge process, will be open for 90 days starting from the release of the challenge documents. The unsolicited proposal from Cerberus—now valued at about PHP 7 billion (US$114 million), up from the earlier PHP 5.31 billion estimate—will be implemented under an operate-add-transfer scheme. It includes the rehabilitation of existing airport assets as well as the construction of new facilities aimed at increasing capacity and attracting additional locators.
