Colombia's Agencia Nacional de Infraestructura (ANI) announced the financial closure for the Popayán–Santander de Quilichao Fourth Generation (4G) concession project, with funding exceeding COP 1 trillion (US$262 million).
The financial close of the project was made possible through the strong backing of the concessionaire’s shareholders, Grupo Hidalgo and CASA, along with the support of key financiers, including Bancolombia, Ashmore, CAF-AM, and SMBC-LarrainVial. With a CAPEX investment of US$2.1 billion and a total length of 77 km, the project—now 44.85% complete—plays a pivotal role in advancing the modernization of southwestern Colombia’s transport infrastructure.
It will benefit the inhabitants of six municipalities in its direct area of influence, including Popayán, Totoró, Cajibío, Piendamó, Caldono, and Santander de Quilichao. This initiative comprises four sections: Popayán–Piendamó, Piendamó–Pescador, Pescador–Mondomo, and Mondomo–Santander de Quilichao. Its scope includes road rehabilitation and maintenance activities, as well as the construction of the sections that will be a second carriageway. It will consist of 64 km of second carriageway and 13 km of bypasses, and the construction of 32 vehicular bridges, 5 bypasses, a new Operations Control Center and two weigh stations.
