The Bases Conversion and Development Authority (BCDA) has forged a strategic partnership with the Public-Private Partnership (PPP) Center to modernize the San Fernando International Seaport in Poro Point, La Union, addressing long-standing infrastructure gaps in Northern Luzon. Announced on August 6, 2025, the initiative secures PHP74.9 million in provisional funding from the Project Development and Monitoring Facility (PDMF) to cover essential preparatory work, including feasibility studies, market analysis, legal and financial structuring, and transaction support. The project seeks to upgrade the existing bulk and break-bulk terminal into a modern, fully containerized seaport with advanced logistics systems, enabling seamless integration into global trade networks and bolstering supply chain efficiency for regional industries.
