Chelmsford City Council Seeks Developer for US$335 million Chelmer Waterside Residential Project

The tender notice published by Chelmsford City Council outlines a significant development opportunity for the Chelmer Waterside residential-led mixed-use scheme in Chelmsford, UK. Covering approximately 6.33 hectares in a prime city center location, the project aims to deliver 770 to 1,000 new homes, with 35% designated as affordable housing, alongside ancillary leisure, commercial spaces, and community facilities that leverage the waterfront setting. The scheme, valued at an estimated GBP 200 to GBP 250 million (US$335 million), includes demolition, land decontamination (notably at a former gasworks site), car parking solutions, and an estate management strategy.

The procurement process follows a competitive, flexible procedure under the Procurement Act 2023, potentially involving negotiations, with up to three suppliers shortlisted based on their Procurement Specific Questionnaire (PSQ) responses. The deadline for PSQ submissions is October 3, 2025, at 12 noon, via the Delta e-sourcing portal. Key risks include potential cost increases or delays due to hazardous substances or ground conditions, as well as uncertainties from local government reorganization under the English Devolution and Community Empowerment Bill.
