Infrastructure Ontario (IO) and the Ministry of the Solicitor General have prequalified three companies to design, build, and finance one regional headquarters for part one of the Ontario Provincial Police (OPP) Modernization Phase 3 Project.
Companies were prequalified based on criteria identified in a Request for Qualifications process that began in May 2025. Selection criteria included the required construction experience applicable to this project, as well as the financial capacity to deliver a project of this size and complexity. The prequalified companies are:
A Request for Proposals is expected to be issued to these prequalified companies in early 2026. Once submissions are received, IO and the Ministry of the Solicitor General will evaluate the proposals, select a preferred company and then negotiate a final contract. The successful company is expected to be announced later in 2026.
