Goa Plans PPP-Based Tourist Amenity Hub at Baga Beach

The Goa Tourism Development Corporation Limited (GTDC) has sought private sector participation to develop and operate a public amenity hub on a 55-square-metre site near Baga Beach, aimed at strengthening visitor services at one of North Goa’s busiest tourist destinations.

Through an Expression of Interest (EOI), GTDC is looking for a private partner to design, build and operate the facility under a public-private partnership (PPP) model. The proposed hub may feature a tourism retail or local souvenir outlet, bicycle and two-wheeler rental services, a snack counter, tourist information facilities and activity-booking services. GTDC is seeking private investment and operational expertise to enhance visitor-support infrastructure at Baga Beach. The proposed services are expected to supplement existing amenities at the popular North Goa tourist destination. The 55-square-metre site is located near a parking facility that GTDC has also entrusted to a private operator, potentially creating an integrated zone for parking and visitor services. However, GTDC has yet to disclose details on the selected private partner, estimated investment, construction timeline, or concession period. The EOI process is intended to invite proposals and help the corporation finalise the project’s detailed structure.

The proposed amenity hub is expected to combine visitor-oriented and commercial services, including tourist information and activity-booking assistance, rental facilities, refreshments and local retail. The final mix of services will be determined based on the proposals received from interested private operators and GTDC’s subsequent project decisions. The initiative reflects GTDC’s efforts to leverage a small but strategically located parcel of land to create organised visitor facilities through private-sector participation. The EOI process will gauge market interest, assess potential operating models and help shape the project’s final structure. Further details on partner selection and implementation timelines are expected once GTDC reviews the proposals received.
