The Government of Goa has approved the redevelopment of the Sanjivani Sahakari Sakhar Karkhana in Dharbandora, Goa, through a public-private partnership with a Credo Impex-led consortium.

The Goa government has selected Credo Impex Pvt Ltd, in consortium with Agrahar Infra Pvt Ltd and Aravinda Infra Pvt Ltd, to undertake the redevelopment of Sanjivani Sahakari Sakhar Karkhana Limited, the state’s sole sugar factory. The project will be implemented under a public-private partnership (PPP) model, with the selected bidder responsible for designing, financing, constructing, operating and subsequently transferring the facility to the government. The project is estimated to cost approximately Rs 130 crore (US$13.5 million).

Established in 1971 and commissioned in 1974, SSSKL originally had a sugarcane crushing capacity of 1,250 tonnes per day. The factory has remained closed since the 2019–20 crushing season. Approximately 240,000 sq m of land has been identified for redevelopment, with plans to modernise the facility and raise its crushing capacity to at least 3,500 tonnes per day. The project will also include an extra-neutral alcohol bottling plant and/or an ethanol distillery with a minimum production capacity of 75 kilolitres per day.

The redevelopment is aligned with the Centre’s ethanol blending programme and seeks to revive sugarcane-based economic activity in Goa, enhance value addition and promote ethanol production. The Directorate of Agriculture is the project authority and has authorised the Department of Public-Private Partnership to oversee the bidding and advisory process. Three bids were received, of which one was disqualified for failing to meet the minimum eligibility requirements. The other two bidders—Sreenath Mhaskoba Sakhar Karkhana Ltd and the consortium led by Credo Impex—qualified for the technical and financial evaluation stages.
