Gold Coast’s AUD 1.3 Billion Waste-to-Energy Project Attracts Major Industry Players

City of Gold Coast has launched an international Expression of Interest (EOI) process with ARRC Gold Coast to identify global partners to design, build, finance, operate and maintain (DBFOM) the proposed Advanced Resource Recovery Centre (ARRC) waste-to-energy (WTE) facility at Stapylton, Queensland, Australia. 

The planned AUD 1.3 billion (US$940 million) facility is intended to generate energy from residual waste streams, with projected electricity production capable of supplying up to 80,000 homes, subject to the selected technology and regulatory approvals. Scheduled to begin operations in 2032, ARRC’s WTE facility is expected to become a central component of the City’s long-term strategy to divert up to 97% of residual waste away from landfill. Although primarily intended to manage the Gold Coast’s residual waste, the facility has also been designed to accommodate wider waste management requirements across the South East Queensland region and support the Queensland Government’s proposed new Waste Strategy.

The project will now progress through several stages in its multi-phase procurement process. A closed EOI phase is scheduled to run from July to November 2026, followed by a closed Early Contractor Involvement stage between December 2026 and December 2027. The process is expected to conclude with negotiations and the award of contracts in early 2028.
