The Department of Public Works and Highways and MPCALA Holdings Inc. have inaugurated subsection 3 of the CALAX PPP Project in General Trias, Cavite, Philippines.
The CALAX PPP project is a 44.58 km, four-lane closed-system toll road connecting the Manila-Cavite Expressway (CAVITEX) and the South Luzon Expressway (SLEX). The project aims to link CAVITEX in Kawit, Cavite, and SLEX through the Mamplasan Interchange in Biñan, Laguna. The project is a solicited PPP undertaken by the DPWH through a Build-Transfer-Operate (BTO) scheme. MPCALA Holdings Inc., the private partner for the project, is responsible for financing, constructing, operating, and maintaining the entire expressway over a 35-year concession period.
The project aims to provide efficient transport facilities for the economic zones in Cavite and Laguna. Once fully operational, it is also expected to reduce traffic congestion, particularly on Governor’s Drive, Aguinaldo Highway, and Sta. Rosa-Tagaytay Road, which is heavily congested. It will also improve the competitiveness of Region IV-A/CALABARZON as an investment destination. Subsection 3, which was opened for traffic, will benefit almost 6,000 vehicles, cutting down estimated travel from Aguinaldo Highway to Governor’s Drive in Cavite from 30 minutes to five minutes, and reducing travel time between the town of Binan in Laguna and General Trias in Cavite to 26 minutes.
