IFC Invites EOIs for Environmental & Social Consultant for Luanda Water PPP, Angola

The International Finance Corporation (IFC), acting as transaction advisor to Angola's Ministry of Energy and Water (MINEA), has invited expressions of interest from consulting firms to undertake an Environmental and Social Scoping Study for the proposed Public-Private Partnership (PPP) for water supply services in Luanda, Angola. 

EPAL is Angola's state-owned utility responsible for water distribution across the Luanda metropolitan area. In December 2024, MINEA appointed the IFC as transaction advisor to evaluate EPAL's technical and operational performance, identify a suitable area in Luanda for a water supply PPP, and support the structuring and competitive procurement of a private sector operator. The technical and operational assessment was completed in June 2025, resulting in the selection of a priority area for PPP implementation. IFC is now seeking an environmental and social consultant with expertise in IFC Performance Standards, water-sector PPPs, and preferably experience in Angola, to undertake an Environmental and Social (E&S) Scoping Study for the proposed Luanda Water PPP project.

The deadline to submit EOIs is July 23, 2026, as specified in the procurement notice, and submissions must be made electronically through the World Bank Group's WBGeProcure RFx Now portal. For more information, please visit our Business Opportunity page by clicking here
