Procurement of Project Preparation Services for the Nuclear Medicine Research and Innovation Center O&M Project

The Philippine Public-Private Partnership Center, amends the qualification requirements for key personnel in the procurement of project preparation services for the Nuclear Medicine Research and Innovation Center Operations and Maintenance Project. The updates, effective immediately and integral to the original REOI and TOR, primarily relax experience thresholds and add preferences for international exposure. The Project Finance Specialist/Team Leader role now requires extensive professional work experience (previously unspecified), maintains 10 years in PPP transaction advisory and 5 years in team leadership, but adds a preference for work with international organizations such as ADB, World Bank, or JICA. The Medical Cyclotron Facility Operations Specialist’s experience drops from 10 to 5 years, with project involvement reduced from two to one, while the PET-CT Facility Operations Specialist retains 10 years but sees similar project count reductions and international experience preferences. The Nuclear Medicine Expert and Radiopharmaceutical Development Expert maintain their 15-year requirements but benefit from lowered project counts (from two to one) and the same international funding exposure preference. All key experts must now demonstrate extensive professional backgrounds, and ongoing assignments remain eligible if substantially completed, ensuring broader consultant eligibility while prioritizing global best practices in this specialized nuclear medicine PPP initiative.
