Philippines Launches Comparative Challenge for CAISS Border Security PPP

The Philippine Bureau of Immigration has invited local and international private sector entities to submit comparative proposals for the Civil Aviation and Immigration Security Services (CAISS) Project in the Philippines.

The CAISS is a comprehensive, end-to-end border control system designed to strengthen the Bureau’s border management capabilities. It seeks to improve the efficiency of traveler processing while enhancing the Bureau’s ability to identify and classify individuals of interest. The system covers four core components: civil infrastructure, technical infrastructure, process management, and analytics. 

The Master Services Agreement between the Bureau and the Private Partner will run for 20 years from the project’s commissioning date. Through its Pre-qualification, Bids and Awards Committee (PBAC), the Bureau is inviting local and international entities to submit competitive proposals for the design, implementation, training, maintenance, and eventual transfer of CAISS under a 20-year concession, in line with the PPP Code and its IRR governing unsolicited proposals.
