Ports of Jersey has initiated a market engagement process for the Merchants’ Quay hotel development opportunity, seeking an experienced development partner to design, build, fund, and operate (directly or via a third party) a waterfront hotel on the Merchants’ Quay site in St Helier, Jersey. Envisaged as part of Jersey’s Harbour Master Plan, the project offers a rare chance to significantly contribute to the island’s long-term strategy, leveraging local cultural and tourism potential. A preliminary assessment indicates a circa 10,000 m² development, potentially yielding 125–150 guest rooms and amenities such as all‑day dining, rooftop or destination bars (including restoration and integration of La Folie Inn), spa/wellness facilities, and event or meeting spaces. The scheme must preserve and sympathetically incorporate Grade 1 harbour infrastructure and Grade 3 and Grade 4 listed buildings, particularly La Folie Inn and South Pier House, balancing commercial viability with heritage conservation. Ports of Jersey anticipates granting a long‑term lease for the scheme and is using this engagement phase (responses due by 11 September 2025) to seek market views on lease length, investment models, and procurement structure—including optional feasibility meetings in Jersey (22–23 September) and London (around 15 October)—preceding formal tender release, expected on November 3, 2025.
