Powys Council Launches US$1.05 billion Care Home Transformation Project

Powys County Council has planned to procure a long-term strategic partner for the development and delivery of older persons' residential and nursing care services.

Powys County Council presently operates 12 residential care homes for older adults, with the existing service contract set to expire on 31 May 2026. Beginning 1 June 2026, the Council intends to appoint a strategic partner responsible for managing the current care home services and working jointly with the Council to lead the long-term redesign and development of its care home provision for older people. To achieve these goals, the Council aims to procure a development partner to carry out the design, planning, and construction of five new care homes for older adults. These facilities will offer a range of services, including residential care, residential care for individuals with dementia (EMI), nursing care, and specialist nursing care for those with EMI needs. 

Management of the 12 existing care homes, which currently offer Residential and Residential EMI care with a total of 349 beds, will continue during the construction phase of the new facilities. In addition, the selected partner will be responsible for the long-term operation of the reconfigured care home service, which is expected to expand to a total of 446 beds. The combined cost of operations and construction is estimated at GBP 772 million (US$1.05 billion) over 30 years, based on the outline business case, though this figure will be refined through more detailed financial assessments.

The estimated publication date for the tender notice is 4 August 2025. Interested parties must submit their requests to participate by the deadline of noon on 30 September 2025. Any enquiries or clarification questions regarding the tender must be submitted no later than 5:00 p.m. on 23 September 2025.
