The Subic Bay Metropolitan Authority's (SBMA) Pre-Qualification, Bids and Awards Committee (PBAC) has issued Bid Bulletin No. 3 revising the schedule for the release of the Instructions to Challengers and other tender documents for prospective challengers under the Subic International Airport (SIA) Project at the Subic Bay Freeport Zone.
Bid Bulletin No. 3 for the SIA Project announces a further revision to the procurement schedule for the issuance of the Instructions to Challengers (ITC) and other tender documents. Issued by the PBAC of the SBMA, the bulletin informs prospective challengers that the release of the tender documents has been moved from June 30, 2026, to July 31, 2026, following a directive from the Office of the Chairman and Administrator.
The revised schedule is in accordance with the Implementing Rules and Regulations (IRR) of Republic Act No. 11966, also known as the PPP Code of the Philippines. The adjustment supersedes the timeline previously announced under Bid Bulletin No. 2, extending the availability of the challenge documents by another month to accommodate the updated procurement process.
SBMA clarified that all procurement milestones dependent on the issuance of the tender documents will also be adjusted accordingly. A complete and updated procurement timeline will be provided in the Instructions to Challengers, which will outline the revised schedule for the succeeding stages of the competitive challenge process. The bulletin also states that the Instructions to Challengers, Project Information Memorandum, and other tender documents will be made available through the SBMA website and the project's Virtual Data Room (VDR). Prospective challengers are advised to regularly monitor the official SBMA website for further announcements and procurement updates.
