PPP Center Invites EOIs for PPTA Services for Panguil Bay Bridge O&M Project

The Government of the Philippines — through the Public-Private Partnership Center — has issued a Request for Expression of Interest (REOI) for consulting firms and experts to provide Project Preparation and Transaction Advisory Services (PPTA) for the Operation and Maintenance (O&M) of the Panguil Bay Bridge Project.

The Project will have the following indicative components:

  • Construction, operation and maintenance, and management of toll collection and ancillary facilities, including construction of the depot;
  • Works for routine, periodic, preventive, and emergency maintenance;
  • Installation and operation of the traffic safety and control system, including traffic monitoring and management;
  • Provision of support services, i.e., response to traffic accidents, fire incidents, and other incidents reported, among others;
  • Installation and operation of vehicle control facilities, including the weighbridge and portable axle weighing stations; and
  • Operation of specialized equipment for containment and clean-up, i.e., in cases of oil spills and other hazardous materials transported by trucks due to accidents.

Interested Consultants should register on the ADB Consultant Management System (CMS), where the Consulting Services Recruitment Notice (CSRN) for this project can be found by providing the required information and submitting to ADB CMS on or before March 18, 2026, until 11:59 PM, Philippine Standard Time.
