Infrastructure Ontario (IO) and Runnymede Healthcare Centre have issued a single, combined Request for Qualifications (RFQ) for teams to deliver the Post-Traumatic Stress Injury (PTSI) Centre of Excellence for First Responders project, which includes two purpose-built facilities: Station N◦. 3434 in Toronto and the Caledon Recovery Centre in the Region of Peel.
The combined RFQ is the first step in the process to select one or more contractors to deliver the projects, and applicants may express interest in prequalifying for one or both projects. Submissions will be reviewed to shortlist teams with the required construction experience, as well as the financial capacity to deliver projects of this size and complexity. Shortlisted teams will then be invited to respond to one or both Requests for Proposals (RFPs), which will be released sequentially at different times to align with the delivery of each facility. The RFPs are anticipated to be released in late fall 2026 for the Caledon Recovery Centre and in spring 2027 for Station N◦. 3434 in Toronto. Together, the projects will establish Canada’s first dedicated treatment centre for first responders (fire, police, EMS and corrections) and frontline healthcare workers (nurses and physicians) living with post-traumatic stress injury, providing a full continuum of care from prevention and assessment to treatment and return-to-work support.
The Caledon Recovery Centre will be a purpose-built residential facility located on a forested site in the Region of Peel. It will provide approximately 40 beds for clients requiring intensive support, with programming that integrates psychotherapy, wellness supports, and outdoor activities. Station N◦. 3434, located in Toronto, will be a five-storey facility serving as the primary hub for PTSI programs and services. Planned services include individual, group, and family therapy, concurrent care for mental health and addiction, peer support and alumni programming, and virtual care options. The facilities are being delivered separately using a Design-Bid-Build model. The architect and engineers of record, under contract to Runnymede Healthcare Centre, are completing the design documents. This RFQ is being issued to select a contractor or contractors to deliver the projects based on these designs.
