South African National Parks (SANParks) has invited private investors to bid for six public-private partnership (PPP) concessions in Kruger National Park, subject to National Treasury approval. The concessions are Jock of the Bushveld, Mluwati, Lwakahle, Jakkalsbessie, Mpanamana and Mutlumuvi. The project involves granting successful private operators rights to manage and operate accommodation, food and beverage, retail and wildlife activity facilities within the respective concession areas. Operators will also be responsible for managing associated roads and environmental infrastructure. In return, concessionaires will be required to undertake agreed operational, development, refurbishment and environmental obligations and pay a PPP fee to SANParks.
The SANParks advertisement describes the six opportunities as separate PPP concessions within Kruger National Park. Each opportunity grants the selected private party the right to operate tourism facilities and activities, while also making the private party responsible for the roads and environmental infrastructure within the relevant concession.
The Jock of the Bushveld Concession offers a private investor the right to operate lodges, food and beverage services, retail facilities, and wildlife activities such as game drives and walks. The private partner will also be responsible for managing the roads and environmental infrastructure associated with the concession.
The Mluwati Concession is a broader accommodation opportunity, covering the operation of lodges and tented camps, alongside food and beverage services, retail and wildlife activities, including drives and walks. The successful private party will also manage the concession's roads and environmental infrastructure.
The Lwakahle Concession provides rights to operate a lodge, together with associated food and beverage, retail and wildlife activity products. Wildlife activities specifically include game drives and walks. As with the other opportunities, the private operator will be responsible for managing the roads and environmental infrastructure within the concession.
The Jakkalsbessie Concession involves the operation of lodges, supported by food and beverage services, retail facilities and wildlife activities such as game drives and walks. The selected operator will additionally take responsibility for the management of roads and environmental infrastructure in the concession.
The Mpanamana Concession offers rights to operate a lodge and tented camps, together with food and beverage, retail and wildlife activity services. The wildlife offering includes drives and walks, while the private partner will also be responsible for managing the concession's roads and environmental infrastructure.
The Mutlumuvi Concession provides rights to operate a lodge and tented camp, as well as food and beverage services, retail and wildlife activities including drives and walks. The private party will also manage the roads and environmental infrastructure associated with the concession.
The concessions are being structured as long-term PPPs intended to provide investors with a reasonable return while supporting the sustainable development of tourism within Kruger National Park. B-BBEE compliance is also a key component of the evaluation process, reflecting SANParks’ focus on inclusive economic participation.
