The Government of São Paulo, through its Secretariat for Investment Partnerships (SPI), received proposals from interested companies for the auction of the New Administrative Center Public-Private Partnership (PPP) project in the Campos Elíseos district of São Paulo, Brazil.
The Acciona-Construcap and MEZ-RZK Novo Centro consortia delivered their bids in person. With projected investments of BR$ 6 billion (US$1.15 billion), the New Administrative Center project involves the construction of seven buildings and ten towers in the Campos Elíseos neighborhood in downtown São Paulo, consolidating the Governor’s Office along with state secretariats and agencies that are currently distributed across more than 40 locations throughout the city. The initiative modernizes public management, reduces administrative costs, and strengthens the urban revitalization of the city center, while preserving historic heritage and expanding public services. The new structure will house approximately 22,000 public servants and will include a theater, auditoriums, multipurpose rooms, and other facilities. The project also includes the restoration of 17 listed heritage properties and an expansion of more than 40% of the green areas of Princesa Isabel Park. The area will feature 25,000 square meters dedicated to commerce and services, strengthening urban development and the local economy, in addition to the construction of a new bus terminal to improve urban mobility in the capital.
The concession was structured by the SPI, with technical assistance from Companhia Paulista de Parcerias, and will be implemented as a 30-year PPP. The contract will be awarded to the bidder that offers the largest discount on the maximum monthly public payment, capped at BR$ 76.6 million (US$14.8 million). In other words, the winner will be the company proposing the greatest reduction in the State’s payment. Government disbursements will be tied to the concessionaire’s performance, helping to ensure the project’s financial sustainability. The selected private partner will also be responsible for operating and maintaining the complex for the duration of the concession, including services such as cleaning, security, and general maintenance.
The project’s architectural concept is a key feature. It was chosen through a nationwide public competition organized by the Brazilian Institute of Architects – São Paulo Department (IAB), which attracted a record number of submissions. The winning entry, presented by Ópera Quatro Arquitetura, will be in charge of developing both the basic and detailed executive designs. The New Administrative Center is included in PPI-SP, a State Government initiative designed to boost investment, job creation, and socioeconomic, technological, environmental, and industrial development across São Paulo.
