The Government of São Paulo approved the final modeling and authorization for the publication of the bidding documents for two strategic projects, totaling around BRL 7 billion (US$ 1.26 billion) in investments: the new Campos Elíseos Administrative Center and the concession of the State’s Waterway Crossing system.
With an estimated investment exceeding BRL 5.4 billion (US$ 973 million), the Campos Elíseos Administrative Center project aims to consolidate the headquarters of state departments and public agencies currently dispersed throughout São Paulo’s capital. The initiative will bring together around 22,000 public employees, now working across more than 40 separate buildings, into one modern complex. The project is expected to enhance administrative efficiency, reduce operational costs, and increase the value of public assets. It also includes plans for urban revitalization, notably the restoration of 17 historically listed buildings. The bidding documents are slated for release by the end of the first half of 2025, with the auction anticipated in the second half of the year.
The Waterway Crossings concession project is designed to upgrade and expand the State’s passenger and vehicle ferry network, with projected investments of around BRL 1.4 billion (US$ 252 million). The initiative covers 14 routes, including major connections such as Santos–Guarujá and São Sebastião–Ilhabela, as well as services in the Vale do Ribeira, the North Coast, Greater São Paulo, and the Paraibuna Reservoir region. The concession will support fleet renewal through the introduction of electric vessels, upgrades to terminals, enhanced user comfort, and the integration of modern technologies for management and operations. These improvements aim to increase efficiency, safety, and environmental sustainability. Bidding documents are expected to be released by the end of the first half of 2025, with the auction planned for the second half of the year.
