Sole bidder for rail station improvement project in USA receives RFP

The Department of Transportation of Pennsylvania (PennDOT), a US state located in the north-east of the country, has issued a Request for Proposal (RFP) to the single prequalified bidder for the Middletown Station improvement PPP project.

Keystone Connections, a consortium comprising Cedarwood Development, Star America Capital Advisor, Raudenbush Engineering, JEM Group, U.S. Facilities and Walker Parking Consultants/Engineers, was prequalified in early 2017. Draft RFPs were released in October 2017 and June 2018.

The works included in the PPP are the development, design, construction, financing, operation and maintenance of parking facilities at Middletown Station, and construction, financing and maintenance of a pre-designed extension to a street-level station approach and pre-designed pedestrian bridge.

The consortium's proposal is due on 12 October 2018. PennDOT anticipates awarding the PPP contract on 26 November 2018.

Middletown station is located in Dauphin County and serves passenger rail services operated by Amtrak between New York City and Harrisburg, the capital of Pennsylvania.
