South Africa’s Department of Public Works and Infrastructure (DPWI), in partnership with the Infrastructure Finance and Implementation Support Agency (IFISA), is preparing an RFI to seek private-sector input on the redevelopment of the Telkom Towers precinct in Pretoria, South Africa, including potential PPP and rehabilitate-operate-transfer delivery models.
The Telkom Towers Redevelopment Project involves the refurbishment and redevelopment of the dormant, government-owned Telkom Towers precinct in Pretoria, South Africa. The project is estimated to cost R1.8 billion–R2.2 billion and will cover all nine buildings, creating approximately 106,000 sq m of gross leasable area. The redevelopment is expected to generate more than 5,300 direct construction jobs. The DPWI is preparing to issue a Request for Information (RFI) to obtain market input on technical approaches for upgrading the precinct to meet regulatory and government accommodation standards. The RFI will also examine potential PPP structures, including contract packaging, lifecycle approaches, risk allocation, affordability, value for money, and operations and maintenance.
DPWI has finalised a Memorandum of Understanding with the Infrastructure Finance and Implementation Support Agency (IFISA) to facilitate the RFI process. The department intends to pursue a rehabilitate-operate-transfer (ROT) model under which the precinct would ultimately accommodate government departments in the City of Tshwane. The redevelopment is also being considered alongside the Public Works House (PWH) and Central Government Offices (CGO) buildings as part of wider inner-city regeneration. Together, the three projects are expected to unlock about 212,000 sq m of gross leasable area.
