PPP Plan for Margao KTC Bus Stand Draws Sardesai's Opposition

Goa Forward Party president and Fatorda MLA Vijai Sardesai has opposed the Goa government's proposal to redevelop the Kadamba Transport Corporation (KTC) bus stand in Margao under the PPP model. He said the government should build the bus stand using public funds instead of involving private developers and warned that he would not allow the project to proceed in its present form. 

Sardesai alleged that the government has not made the details of the PPP proposal public and questioned its transparency. He claimed that the project could turn into a "scam" and demanded that the government disclose all aspects of the redevelopment plan before moving ahead. He also warned that people would launch a public agitation if the government persisted with the PPP model. According to Sardesai, the priority should be to create a modern and efficient transport facility rather than a commercially driven complex. He argued that a bus stand is an essential public service and should remain under government ownership and control, instead of being developed in a way that gives greater importance to commercial establishments such as hotels and shopping spaces. The proposed redevelopment of the Margao KTC bus stand is part of the Goa government's larger plan to modernize major bus terminals across the state through the PPP model. The government has earmarked substantial funding for redeveloping the bus stands at Margao, Mapusa and Vasco, to upgrade passenger amenities and transport infrastructure. 

The proposal to redevelop the Margao KTC bus stand under the PPP model has been under consideration since September 2025, when the transport department invited bids for the terminal's redevelopment, operation, maintenance and eventual transfer. As part of a broader infrastructure initiative, the Goa government has announced plans to modernise the bus terminals at Margao, Mapusa and Vasco at an estimated cost of ₹745 crore (US$78.6 million). The existing Margao bus stand, spread across 67,600 square metres, is a major transport hub linking the town with destinations across Goa as well as neighbouring Maharashtra and Karnataka.
