The City of Cape Town has commenced procurement for the Faure New Water Scheme (FNWS), which will be delivered through a Public-Private Partnership (PPP). The project will involve the financing, design, construction, operation and maintenance of a new water-reuse facility.

The FNWS forms part of the City’s New Water Programme, which is diversifying Cape Town’s water supply by developing additional sources that are less dependent on rainfall. The scheme will use advanced treatment technology to purify treated wastewater from the upgraded Zandvliet Wastewater Treatment Works (WWTW) to drinking water that meets South African and international quality standards. It is one of several projects contributing towards the City’s target of adding 300 million litres of drinking water per day from new sources by the mid-2030s. Council approved the use of the PPP delivery model for the FNWS in principle in December 2025. The procurement will allow the City to identify a private-sector partner to finance, design, construct, operate and maintain the scheme in partnership with the City. 

The procurement process will be conducted in two stages, starting with a Request for Qualifications (RFQ). The City is seeking expressions of interest from suitably qualified consortia, investors, contractors, operators and technology providers with relevant project experience. The RFQ will evaluate participants’ technical, financial and operational capacity to deliver the scheme. Applicants that satisfy the qualification criteria will be shortlisted for the subsequent Request for Proposals (RFP) stage, which is expected to commence in the second half of 2027. The City is inviting both local and international parties with experience in large-scale water infrastructure and PPP projects to review the procurement requirements and consider submitting their qualifications.
