The Welsh Government has issued a market update and invited early engagement with potential private-sector partners and industry stakeholders for the forthcoming Bro Tathan Power Project procurement at the Bro Tathan business park in St Athan, Vale of Glamorgan, Wales, to support the delivery of a new high-voltage electricity network through a proposed joint venture.
Bro Tathan is a 1,200-acre strategic employment and innovation site located at St Athan in the Vale of Glamorgan and forms part of the Cardiff Airport and St Athan Enterprise Zone. The site has been positioned as a major hub for advanced manufacturing, aerospace, research and development, and commercial activity. It already hosts companies such as Aston Martin Lagonda, eCube Solutions, and Caerdav, with capacity for more than three million square feet of additional development. The Welsh Government has invested heavily in roads, utilities, and other enabling infrastructure to attract long-term investment.
The project will establish a connection between the Bro Tathan site and the National Grid Electricity Transmission network through the construction of new 132kV power circuits and a dedicated substation. It is proposed to be delivered via a joint venture between the Welsh Government and a private-sector partner, with the joint venture taking responsibility for the design, financing, construction, operation, and long-term maintenance of the electricity network infrastructure. The scheme is intended to provide up to 280 MVA of power capacity to support the site's future development. Through the forthcoming procurement process, the Welsh Government plans to appoint a single consortium with the technical, financial, and operational expertise required to deliver the project successfully.
The notice indicates that the formal procurement process is anticipated to commence after the current market engagement phase. The estimated contract value is around £35 million excluding VAT (£42 million including VAT), with delivery expected between March 2027 and September 2029.
