The Government of the State of São Paulo, through its Secretariat for Investment Partnerships (SPI), together with the concessionaire Via SP Serra (Via Appia group), is constructing the North Segment of the Rodoanel Mário Covas (SP‑021) around São Paulo; the segment reached 51% completion by June 2025, with the stretch between Rodovia Fernão Dias and Presidente Dutra already at 76% progress, and the section from Fernão Dias to Avenida Raimundo Pereira de Magalhães at 39%.
Construction of both segments is progressing concurrently to meet the established deadlines: the first segment is expected to be delivered in the second half of 2025, while the second is scheduled for completion in the latter half of 2026. Around 5,000 workers are currently active across various parts of the project. The concessionaire, Via SP Serra, is not only overseeing the construction but also investing in workforce training and development, including the recruitment of young apprentices in partnership with SENAI (National Industrial Training Service). Following a six-year pause, work was restarted in April 2024. Once finished, the project is expected to ease traffic congestion, remove heavy trucks from urban routes, improve air quality, shorten travel times, and enhance logistical access to the Port of Santos. Finishing the Rodoanel Norte will finalize the link between the Port of Santos and the Fernão Dias Highway, a key route that runs through São Paulo and connects Minas Gerais to Brazil’s Northeast. This improved connectivity will streamline freight transport, boost logistics activity, and enhance the competitiveness of the Baixada Santista region.
The Rodoanel Norte project involves a total investment of around R$3.4 billion (US$614 million), with R$1.35 billion (US$244 million) provided by the State of São Paulo and R$2 billion (US$361 million) invested by the concessionaire. The initiative is managed by SPI, which oversees the planning and supervision of public-private partnerships and concession projects in the state, under the regulatory oversight of the São Paulo State Transportation Agency (Artesp).
