The First Minister of Wales, Eluned Morgan, has formally declared Wrexham’s Local Development Plan (LDP) "effectively dead" and has instructed Wrexham County Borough Council and the Welsh Government to work together to replace it, reverting to the previous Unitary Development Plan (UDP) in the meantime to maintain planning stability in Wrexham, UK.
Wrexham’s LDP has been effectively abandoned following ongoing controversy, council walkouts, and legal disputes, even reaching the Court of Appeal. First Minister Eluned Morgan has stepped in, stating “we’ve all had enough of arguing,” and calls on Wrexham Council and the Welsh Government to collaborate on a fresh plan that provides clarity on housing, commerce, and environmental protections. In the meantime, planning is reverting to the older Unitary Development Plan (UDP) as a temporary framework to maintain stability for investors and the community. The next steps involve Wrexham Council formally deciding—via a full meeting—whether to operate under the UDP or pursue a new LDP, to ensure long-term planning certainty.
