Council Launches Search for Development Partner to Deliver Major Residential-Led Regeneration Project

West Northamptonshire Council is inviting proposals from experienced and capable development partners to deliver a high-quality, residential-led regeneration scheme within the region. The selected partner will enter into a Development Agreement designed to align the objectives of both parties, ensure appropriate risk allocation, and provide a transparent delivery framework. This agreement will be conditional upon an agreed-upon Business Plan, supported by a detailed master plan and delivery strategy derived from the final tender. The procurement will follow the Competitive Flexible Procedure under the Procurement Act 2023, enabling structured dialogue with shortlisted bidders before final submissions. Valued at an estimated £54 million (including VAT), the contract is expected to run from May 2026 to May 2031. The project encompasses a broad range of services, including construction, site development, urban planning, and architectural and engineering support. Interested parties must submit their requests to participate by 8 August 2025, via the In-Tend portal. Final tenders will be evaluated on the basis of the most advantageous offer, with the award anticipated in January 2026.
