Colombia's Agencia Nacional de Infraestructura (ANI) is advancing the COP 3.1 trillion (US$989 million) Puerta de Oro Private Initiative to modernize and expand Ernesto Cortissoz International Airport in Barranquilla, Colombia.

ANI is advancing the Puerta de Oro Private Initiative to expand and modernize Ernesto Cortissoz International Airport, which serves Barranquilla and the surrounding Atlántico region in Colombia. The project is currently at the feasibility stage and has an estimated investment of COP 3.1 trillion, with no public-resource disbursement envisaged. The scope includes the preparation of final studies and designs, financing, administration, operation, maintenance and commercial exploitation of the airport, along with the adaptation, modernization and eventual reversion of both the airside and landside infrastructure. The initiative also aims to strengthen the airport as a regional aviation and aircraft-maintenance hub, support its recategorization, obtain environmental certifications, and increase capacity to meet future passenger and cargo demand.

ANI is currently working on appointing an evaluator to conduct a comprehensive review of the studies and designs submitted by the project's originator during the feasibility stage. A public hearing to socialize the initiative with community leaders, business groups, airlines, cargo operators and authorities from Barranquilla, Soledad and Malambo is scheduled for 28 October 2026. In 2025, Ernesto Cortissoz Airport handled more than 3 million passengers and recorded an increase of more than 20,000 tonnes in cargo traffic, supporting the case for additional capacity and modernization.
