The City of Inglewood has approved a public-private partnership with Plenary Americas and the Elevate Inglewood Development Company (EIDC) to deliver mobility hubs and streetscape improvements under the Inglewood Transit Connector (ITC) Phase 1 project in Inglewood, California, USA.

The consortium is led by Plenary Americas as developer, with Swinerton serving as design-build contractor and Walter P. Moore as architect of record. Construction is scheduled to begin in fall 2026. 

The project will deliver three mobility hubs with more than 1,000 parking spaces, including the largest hub at Market Street and Florence Avenue, which will feature transit-oriented retail, parking, a bus plaza and a kiss-and-ride facility. It will also include a pedestrian bridge over Florence Avenue linking Downtown Inglewood with the Metro K Line's Downtown Inglewood Station. Improvements to Market Street, Manchester Boulevard and Queen Street will include landscaping, sidewalks, traffic controls, wayfinding, street furniture and pedestrian lighting. 

The project is being delivered under a Design-Build-Finance-Operate-Maintain (DBFOM) agreement. EIDC will operate and maintain the Market & Florence mobility hub and pedestrian bridge for 20 years, while the streetscape improvements and remaining two hubs will revert to the City after acceptance. The agreement also includes a 35% local hiring commitment and a 20% target for local and small-business participation. The ITC will connect Downtown Inglewood and the Metro K and C Lines with the city's sports and entertainment district, while preserving right-of-way for a potential future automated people mover. The city estimates that the broader ITC program could generate approximately US$210 million in tax revenue and $1.5 billion in economic output over construction and operations.
