The Agencia Nacional de Infraestructura (ANI) has handed over the 172.5-km DEVIMED (Desarrollo Vial del Oriente de Medellín) highway concession to the Instituto Nacional de Vías (Invías), which will assume the operation and maintenance of the road corridor in eastern Antioquia, Colombia, from 1 August 2026, following the expiry of the 30-year concession. 

During the transition, the National Infrastructure Agency (ANI) is concluding the management of one of its four first-generation road concession contracts signed between 1994 and 1997, with the DEVIMED concession now passing to the National Roads Institute (Invías) for operation and maintenance. The 172.5-km corridor serves around 450,000 residents across the municipalities of Guarne, Rionegro, Marinilla, El Santuario, El Retiro, La Ceja, El Carmen de Viboral and La Unión, while providing a vital transport link between Medellín, eastern Antioquia and José María Córdova International Airport in Rionegro. By December 2025, the concession had delivered approximately COP 977 billion in capital investments and COP 1.8 trillion in operational expenditure. Major works completed under the concession include the construction of 68.12 km of fully illuminated dual carriageways, two tunnels on the Medellín–El Santuario highway, and the improvement and rehabilitation of 105.5 km of existing roadway.

The concession also helped transform the dual carriageway corridor into one of Antioquia's leading industrial hubs, while enabling municipalities in the metropolitan area to release land for residential development and alternative land uses, increasing property values and generating additional local tax revenues. As part of the infrastructure programme, the project delivered 11 pedestrian bridges and three grade-separated interchanges located in the municipalities of Guarne, Rionegro and Marinilla.
