Colombia's National Planning Department (DNP) issued a favorable opinion for using a Public–Private Partnership (PPP) structure in the El Estanquillo–Popayán road project, following a technical, legal, and financial review by the National Infrastructure Agency (ANI).

This project connects Popayán with the municipalities of Timbío, Rosas, Patía, El Tambo, La Sierra, and Sotará. This road infrastructure aims to reduce travel times between the departments of Valle del Cauca, Cauca, Nariño, and Putumayo with neighboring Ecuador, strengthening regional and national connectivity. The project includes the improvement of the El Estanquillo-Popayán road and the construction of the El Estanquillo-Timbío bypass, through a PPP concession model, connecting the capital of the department of Cauca with the municipalities of Timbío, Rosas, Patía, El Tambo, La Sierra, and Sotará (Paispamba).

This project, promoted by the Government of Change, will benefit more than one million people and reduce travel times thanks to six rehabilitation, improvement, and construction projects for new bypasses and dual carriageways from the municipality of Popayán to the El Estanquillo area. The main interventions are highlighted, including 14 tunnels, 116 vehicular bridges, 12 pedestrian bridges, and 5 new intersections at and below grade, all of which are new infrastructure. With user safety in mind, critical sites and slope stabilization through geotechnical works are planned along the project's construction phase.
