Bhopal City Link Limited (BCLL) has proposed a public-private partnership (PPP) to develop smart public washroom complexes at multiple locations across Bhopal, Madhya Pradesh, India.
The company has put forward plans to develop 10 smart washroom complexes with waiting areas at key locations across Bhopal, such as hospitals and bus stops, under a 10-year PPP arrangement that could be extended by a further two years. Under the proposal, each location would be allocated 600 sq ft, with 400 sq ft designated for toilet and waiting lounge facilities and 200 sq ft set aside for kiosks, alongside 400 sq ft of advertising space. The plan sets a minimum combined annual revenue target of INR 2.3 million (US$25,673) for all sites. The washrooms would be free to use and equipped with CCTV surveillance, sanitary napkin vending machines, hand dryers and accessible facilities for people with disabilities. Revenue would be generated through kiosks such as cafés or pharmacies, while the sale of tobacco and alcohol would be prohibited.
