The Goa state government has received responses from bidders for the redevelopment of the existing Sanjivani Sahakari Sakhar Karkhana Limited (SSSK) at Dharbandora and the 5,000-seat international convention centre at Dona Paula under the public-private partnership
(PPP) mode.
The total estimated investment for both projects is INR7 billion (US$77.5 million). Approximately eight companies have expressed interest, with four focusing on the SSSK sugar factory redevelopment and five on the Dona Paula convention centre. Almost two years after being cancelled, the convention centre project has been re‑tendered. The planned development will feature a four-screen multiplex with at least 800 seats in total, along with a convention hotel offering a minimum of 300 rooms. Valued at INR5.70 billion (US$63 million), the facility will be constructed on a 34,000 sqm site and is designed to serve the meetings, incentives, conferences, and exhibitions (MICE) sector. The estimated cost for the required supporting facilities is INR5.40 billion (US$60 million). The project concept was developed based on a study conducted by transaction advisor Knight Frank in November 2020.
The sugar factory redevelopment is projected to cost INR1.30 billion (US$14.4 million). Following the decision to revamp the factory and establish an ethanol plant via a PPP model, the state government issued RFPs in October 2022 and January 2024. In the first round, two companies expressed interest, but both bids were rejected for failing to meet technical requirements, and the second round received no bids.
