The Chandigarh Municipal Corporation (MC) has shortlisted two private agencies for the redevelopment and operation of the Rose Club in Sector 16 under a public-private partnership (PPP) model. The PPP is intended to revamp the heritage Rose Club building and make it fully operational without the MC having to invest its own funds or build in-house capacity.
The selected concessionaire will handle all expenditure inside the premises and on permitted structures, bringing in services like Restaurant & café, Gaming zones, Library, Gymnasium, Event spaces, while respecting the cultural and heritage integrity of the site. The deal’s financial competitiveness will be judged based on the highest Annual Concession Fee (ACF) offered. There are restrictions on permanent construction — only temporary installations are permitted without prior approval.
