The Brihanmumbai Municipal Corporation (BMC) has floated a Public Private Partnership (PPP) tender to develop a helipad at Worli Jetty along the Mumbai Coastal Road (South) in Maharashtra, India.
Built to handle medium-category helicopters, the facility will cater to medical emergency flights, coastal monitoring, and VIP travel, with the selected operator earning through a revenue-sharing model tied to aircraft movements. Under the revenue-sharing model, the BMC will receive a fixed monthly payment of INR 1 lakh (US$1,106.85) plus a share of revenue from helicopter landings and take-offs. The helipad at Worli Jetty is expected to enhance evacuation connectivity during emergencies, strengthen coastal and national security surveillance, assist in disaster response operations, enable VVIP/VIP transport, and meet broader governmental and public service requirements. The project will include landing and take-off zones, lighting, navigation aids, supporting infrastructure, safety and firefighting systems, and ground handling and fuelling facilities. The PPP agreement will run for 15 years, extendable by another 15 years on mutually agreed terms.
Situated about 120 metres into the Arabian Sea opposite Worli Dairy, the jetty was initially constructed as a temporary facility during Phase 1 of the Coastal Road project. Although it was intended to be removed later, it was kept in place following a request from the coastal police to use it for surveillance activities.
