The Brihanmumbai Municipal Corporation (BMC) has decided to refloat a revised tender to engage a qualified private concessionaire under a PPP model for the implementation, operation, and maintenance of an integrated Smart Parking Management System across on-street and off-street parking facilities in Mumbai.
Under the previous tender conditions, operators were obligated to bear the property tax liability for off-street public parking facilities. In the revised tender, the authority is also modifying the financial qualification requirements to encourage wider participation from eligible bidders. The proposed project seeks to establish an integrated, technology-enabled, and user-centric parking management system that will enable motorists to reserve parking spaces either in advance or in real time. By offering up-to-date information on parking availability throughout the city, the system is expected to improve parking efficiency and contribute to reducing traffic congestion.
The proposed smart parking solution will leverage advanced technologies such as video analytics-enabled cameras, magnetic occupancy sensors, and automated boom barriers to monitor vehicle movements and parking utilization in real time. Data on available parking spaces will be disseminated to users through web-based and mobile digital platforms, enabling easy access to current parking information. The system will continuously record vehicle entry and exit events, ensuring accurate and up-to-date visibility of parking occupancy across designated facilities. Upon implementation, motorists will be able to pre-book parking spaces at off-street parking locations through a dedicated web portal or mobile application, minimizing waiting times and improving the overall parking experience. The platform will also provide users with advanced information on parking tariffs, allowing better trip planning and informed decision-making. By facilitating efficient parking management and reducing the time spent searching for parking spaces, the system is expected to alleviate traffic congestion during both peak and off-peak periods.
In March 2025, the BMC issued a Request for Proposal (RFP) seeking a qualified agency for the implementation, operation, and maintenance of an integrated smart parking system encompassing both software and hardware infrastructure. Before releasing the consolidated RFP, the civic authority had procured the software and hardware components through separate tendering processes. However, following a limited response to the hardware tender, the BMC opted to merge the software and hardware requirements into a single comprehensive tender to facilitate end-to-end project delivery and improve bidder participation.
