PROINVERSIÓN signed a delegation agreement with the Provincial Municipality of Huancayo in Peru’s Junín region to advance the US$466 million PTAR Huancayo wastewater treatment project, which will benefit more than 540,000 residents.
The project is expected to support the gradual restoration of the Shullcas, Chilca, Ancalá, Chanchas, and Mantaro rivers while enabling the decommissioning of the existing oxidation ponds in Huancán. It encompasses the design, construction, operation, and maintenance of an integrated wastewater collection and treatment system under a 25-year concession, comprising four years for development and construction and 21 years for operations. The facilities will serve the districts of Huancayo, El Tambo, Chilca, and Huancán, helping address longstanding urban sanitation deficiencies.
The planned Huancayo Wastewater Treatment Plant will remove around 48 untreated wastewater discharge points, paving the way for the restoration of the Shullcas, Chilca, Ancalá, Chanchas, and Mantaro river basins. The project is expected to curb contamination of waterways and agricultural land while creating opportunities for recreation, tourism, and economic activities that benefit local communities. A key component of the initiative is the permanent shutdown of the existing Huancán oxidation ponds, aging facilities that have become a source of environmental and public health concerns. They will be replaced by a modern wastewater treatment plant with a processing capacity of one cubic meter per second, incorporating advanced technology and international best practices to minimize environmental impacts, enhance air quality, and support long-term sustainable wastewater management.
Beyond its environmental benefits, the mega-project is expected to deliver significant public health and economic gains. Improving water quality and reducing contamination of agricultural land, it will lower the risk of illnesses linked to polluted food and water sources, helping households reduce healthcare-related costs. The project also incorporates expanded collection networks and pumping infrastructure to accommodate Huancayo’s future population growth. As part of the agreement, PROINVERSIÓN will oversee efforts to secure budget approval from the national government, including funding of approximately PEN 65 million (US$18.7 million) for the acquisition of land needed for the wastewater treatment facility. Once financing is secured, the agency will carry out the land acquisition and regularization processes required to facilitate the project's implementation.
