The Uttar Pradesh Urban Transport Directorate (UPUTD), Government of Uttar Pradesh, is developing the Integrated City Bus Terminal and Business Facilities project in partnership with a selected private developer under the Design, Build, Finance, Operate and Transfer (DBFOT) model at Vrindavan Yojana, Lucknow, Uttar Pradesh, India.

The proposed project will be implemented at the P-4 parking site under the Public-Private Partnership (PPP) model. In addition to essential transport infrastructure, the integrated facility will feature commercial amenities, including restaurants, retail outlets, medical stores, banking facilities and public convenience services. Lucknow currently operates 116 electric buses from the Dubagga depot, with plans to introduce an additional 300 buses. To accommodate the expanded fleet, the development of an additional bus terminal has become necessary. The project is estimated to entail an investment of ₹265 crore (US$28 million), excluding land costs, of which ₹60 crore (US$6.3 million) is earmarked for the bus terminal and ₹205 crore (US$21.5 million) for commercial development. The proposed facility will be developed across approximately 7.06 acres.

The Uttar Pradesh Urban Transport Directorate (UPUTD) will undertake the project in collaboration with the selected developer under the DBFOT model. The proposed terminal will be equipped with essential transport infrastructure, including bus bays, parking areas, electric vehicle (EV) charging stations, repair and maintenance workshops, ticket counters, passenger waiting halls, enquiry desks and administrative offices. The commercial facilities will comprise restaurants, cafés, retail outlets, medical stores, ATMs, public toilets, dedicated stands for taxis and autorickshaws, parking spaces and other passenger amenities.

The selected developer will be responsible for maintaining the bus terminal for a period of 35 years, while the maintenance tenure for the commercial infrastructure may extend up to 90 years. Upon completion of construction, the terminal will be transferred to UPUTD at no additional cost, with the developer continuing to manage its operations in accordance with the terms and conditions of the agreement.
