The Kerala State Road Transport Corporation (KSRTC) has proposed implementing the Enchakkal terminal-cum-commercial complex through a public–private partnership (PPP) using a design–build–finance–operate–transfer (DBFOT) model at Enchakkal, Thiruvananthapuram, Kerala, India.
Spread across 5.79 acres, the terminal is planned to have six bus bays, capable of handling 30 buses, along with parking facilities for 60 buses. Construction is scheduled to be completed within 24 months of commencement. The terminal will be equipped with passenger and staff amenities such as ticketing counters, waiting areas, CCTV surveillance, cloakroom facilities, dormitories, and a staff canteen. Rooftop solar installations are planned as part of the project’s subsequent development phases. The Enchakkal terminal is being conceptualised on the lines of Kochi’s Vyttila Mobility Hub, integrating transport functions with commercial facilities within a single complex. The project aims to accommodate growing interstate and intrastate bus services, enhance passenger amenities, and stimulate economic activity through the inclusion of retail, office, and hospitality spaces. During the concession period, the private partner will be authorised to generate revenue through user charges and commercial operations, after which the facility will be handed back to KSRTC. Amid financial limitations, KSRTC has rolled out new sleeper and multi-axle bus services on major routes to expand its operations. Once the project is completed, the state government is expected to relocate long-distance bus services to and from the existing bus depot.
The re-tendering process is expected to span a minimum of two months, covering bid submission, technical assessment, and finalisation of the contract. Once appointed, the successful bidder will be responsible for the design and construction of the terminal.
