Valor Estate Ltd has partnered with the Government of Goa to develop the ₹5,800 crore (US$617 million) Goa International Convention Centre at Dona Paula in Goa, India.
The project involves developing an International Convention Centre along with a convention hotel and associated facilities at Dona Paula under a design, build, finance, operate, and transfer (DBFOT) model through a public-private partnership. The convention centre is planned to accommodate at least 5,000 attendees. It will include a centrally air-conditioned exhibition hall, an open-air exhibition space, and a four-screen multiplex with a total seating capacity of over 800. Additionally, the development will feature a convention hotel with a minimum of 300 rooms.
The government will lease approximately 2.8 lakh sq m of land to the selected developer, M/s Valor Estate Ltd, for a 60-year concession period. Although Goa ranks among the top five states in India for MICE (meetings, incentives, conferences, and exhibitions) tourism potential, it has so far lacked the formal infrastructure needed to fully leverage its global reputation. The state government decided to reallocate the Dona Paula land parcel from the Info Tech Corporation of Goa to the Department of Public-Private Partnership (formerly the PPP division under the finance department) to facilitate the development of an international convention centre through the PPP model.
A Bid Evaluation Committee carried out the technical assessment of the proposals received, with two out of three bidders qualifying at this stage. Subsequently, the government approved the financial bid submitted by M/s Valor Estate Ltd, which emerged as the highest bidder by offering an upfront payment of ₹108 crore (US$11.4 million). Under the agreement, the concessionaire is also allowed to develop additional permissible facilities, services, or works beyond the mandatory components, provided they comply with applicable development regulations and secure the necessary approvals.
