Bolton Council seeks expressions of interest from qualified developers to act as its Development Partner for the Crompton Place site — a major mixed-use redevelopment located in the heart of Bolton.
The Council plans to demolish the outdated 280,000 sq ft centre—taking around 50 weeks in a single phase—to restore a direct pedestrian link between Victoria Square and Bradshawgate. While demolition proceeds, the cleared site will host “meanwhile uses” like public performances, events, and pop-up markets to maintain town‑centre activity.
The project encompasses Council-owned land and may extend to additional Council parcels and third-party land, with a total estimated contract value ranging from GBP 90 million (US$ 121 million) to GBP 200 million (US$ 268 million). The selected partner will lead the phased delivery of a high-quality, residential-led mixed-use scheme, incorporating planning, funding, meanwhile uses, and collaborative design under a joint-venture-style approach. The procurement is being conducted via the Competitive Flexible Procedure in three stages—PSQ, ITT (with dialogue), and Preferred Supplier Stage—with a deadline for expressions of interest on July 14, 2025, and an estimated award decision by January 05, 2026.
