Kenya Plans Ultra-Modern Medical Training Hub at Moi Teaching and Referral Hospital Under PPP

The Government of Kenya (GoK), through the Moi Teaching and Referral Hospital (MTRH) board, has invited private sector partners to submit an Expression of Interest (REOI) for the design, financing, construction, and management of an ultra-modern medical training complex project for the Moi Teaching and Referral Hospital on a public-private partnership (PPP) basis in Eldoret, Kenya.

The main goal of the project is to expand the ability of MTRH and the College of Health Sciences to respond to increasing demand for health-sector education and training by providing modern, well-equipped facilities that support high-quality learning and student welfare. The initiative will be delivered through a Design-Build-Finance-Maintain-Transfer (DBFMT) PPP model, with the project agreement expected to span 30 years. MTRH plans to construct new teaching facilities for the College of Health Sciences and has set aside 15 acres for the development of the new CHS campus. The designated site lies about 6 km north of Eldoret’s town centre and is easily accessible via a well-connected approach road. 

The private party will be responsible for the DBFMT of the facilities, in accordance with the minimum output specifications and other terms and conditions of the PPP agreement. This will include responsibility for the performance of the facilities and for the discharge of all obligations to MTRH throughout the agreement period. The private party would be:

  1. responsible for the performance of the facilities and for the discharge of all obligations to the Contract Governing Body (CGB)
    and MTRH throughout the agreement period.
  2. responsible for identifying, obtaining, and applying all required clearances, permits, and approvals for the construction, operation, and maintenance of the proposed project.
  3. The private party would be given the right to subcontract certain aspects of the construction and maintenance to reputable parties, if required. However, all responsibility relating to, and arising out of, the project agreement will rest entirely with the private party.
  4. While CGB handles the core functions of CHS (teaching and administration), the private party would be given the right to run the hostel facilities and commercial establishments, and the collection of revenues.
  5. responsible for the performance of the campus facilities (all the facilities, including classrooms, labs, library, offices, hostels, playgrounds, auditorium, etc.) and for the discharge of all obligations to the CGB/ MTRH throughout the agreement period.   
  6. responsible for the collection of the tuition and other fees from the students and their escalation over the years, if any, through CGB/
    Admin staff for CHS recruited by CGB. Further, it will be responsible for the collection of all lease rentals from retail shops, cafeterias, auditorium leases, advertisements, etc., during the concession period. 
  7. At the end of the project agreement period, the private party shall transfer all the project assets and associated fixtures/ equipment in good working condition and free from any encumbrances to the MTRH board at zero cost as per the terms of the project agreement.
