EY Ukraine is advising the International Finance Corporation (IFC) and Lviv City Council on selecting a private partner to finance, construct and maintain a 220-bed surgical facility within the UNBROKEN healthcare ecosystem in Lviv, Ukraine.
The project seeks to improve access to high-quality, specialised medical services, including surgical care, by mobilising private-sector investment and expertise to develop essential healthcare infrastructure. EY Ukraine is supporting IFC and Lviv City Council, acting as the public partner, in preparing and conducting the private partner selection process. During the preparation phase, EY Law worked closely with IFC and the city council to develop qualification-stage tender documentation and related supporting materials. The project is expected to be among the first in Ukraine to proceed under the country’s revised public-private partnership (PPP) framework, including the new Law of Ukraine “On Public-Private Partnership.”
The private partner selection process is being carried out through a restricted tender, with the qualification stage for prospective bidders now underway. Applications are open until 20 January 2027. Candidates who meet the qualification requirements will advance to the next phases, which will involve discussions on the tender documentation, submission and assessment of bids, and the selection of the successful bidder.
EY Ukraine will continue to provide legal assistance throughout the tender process. Its responsibilities will include supporting the tender commission in reviewing applications and evaluating bids, as well as assisting with negotiations with the selected bidder until commercial close of the public-private partnership (PPP) agreement.
