PROINVERSIÓN has signed an agreement with the Provincial Municipality of Huaura to take over the development of the PTAR Huaura sanitation project in Huaura Province, Peru, under a Public-Private Partnership (PPP) model. 

Under an agreement signed with Huaura Provincial Mayor Santiago Cano La Rosa, PROINVERSIÓN will oversee the planning, structuring, and promotion of the sanitation initiative, which is expected to be declared viable in the near future. The project represents an estimated investment of US$124 million, including VAT, and aims to reduce sanitation deficiencies while enhancing the quality of life for more than 280,000 residents in Huaura Province over a 20-year concession term.

The project will be implemented through a co-financing model that fully covers the investment costs and temporarily supports a portion of the operation and maintenance expenses. The proposed infrastructure comprises primary sewage collectors, pumping stations, wastewater treatment plants (WWTPs), a treated water discharge system, and a sanitary landfill. The initiative aims to ensure the adequate treatment and safe disposal of wastewater, helping to enhance public health conditions while reducing contamination in the Huaura River and along Peru’s coastal areas.

PROINVERSIÓN is currently developing the technical documentation required to register the Public Investment Project (PIP) with the Investment Bank of Peru’s Ministry of Economy and Finance, with completion targeted for June 2026. In addition, work on the Evaluation Report needed for the project’s future incorporation into the Private Investment Promotion Process (PPIP) is scheduled to start in Q2 of 2026. The Evaluation Report is expected to receive approval from the PRO AGUA Committee in Q4 of 2026, after which PROINVERSIÓN plans to formally incorporate the project into the private investment promotion process during the same period.
