The Government of São Paulo has announced that it is rescheduling the public-private-partnership (PPP) auction for the new administrative centre complex in downtown São Paulo. The process will now allow interested bidders more time to prepare, with bid submissions reset for November 24, 2025, and the auction planned for November 28, 2025. The adjustment to the schedule follows a request from interested companies for additional time to complete the submission of guarantees and finalize the complementary documents required for the bidding stage.
The project involves the creation of a large government complex — comprising seven buildings and ten towers — designed to house around 22,000 public servants, consolidate state departments, and free up other state-owned properties for social-housing uses. The project remains one of the State’s key initiatives for modernizing public administration and revitalizing the Campos Elíseos district, bringing together about 22,000 civil servants in a modern, sustainable complex integrated into the city center, with an estimated investment of R$6 billion (US$1.1 billion).
The New Administrative Center forms part of PPI-SP, a State Government program designed to attract investment, generate jobs, and drive socioeconomic, technological, environmental, and industrial progress across São Paulo. Centered on key sectors such as highways, mobility, social infrastructure, and water and energy, PPI-SP represents the state’s most extensive and ambitious private-investment initiative to date.
