The SIS consortium, made up of Sacyr (Spain) and Fininc (Italy), has been awarded the design, financing, construction, and 25-year operation and maintenance concession for the Città della Salute e della Scienza di Novara, a major healthcare and educational complex in the Piedmont region of Italy. The investment is valued at over €525 million (US$603 million), with a five-year construction timeline followed by long-term facility management responsibilities. The development will include a 711-bed hospital, extensive clinical and diagnostic facilities, and a 24,000 m² university building, all situated on a 325,000 m² campus with integrated green space, parking, and support infrastructure. As Sacyr’s third public–private concession award in 2025—after projects in Paraguay and Chile—this marks a strategic expansion in Italy, where the firm operates several major infrastructure concessions and aims to become a global leader in transport, healthcare, and water infrastructure by 2033.
